Established by Director Philip Brown MA LLB FCILT, Client Support Ltd (CSL) provides a comprehensive service at competitive rates to the heavy goods and bus & coach industries.
Its mission is to contribute towards road safety and fair competition through ensuring an understanding of and compliance with relevant legislation such as the Public Passenger Vehicles Act 1981 (as amended), the Road Traffic Act 1988 and the Goods Vehicles (Licensing of Operators) Act 1995.
Philip Brown has over 21 years' experience in operator licensing, his service to the Road Transport Industry is unrivalled and includes;
- 1990 - Appointed Deputy Traffic Commissioner in Cambridge (Eastern Traffic Area)
- 2000 to 2007 - Traffic Commissioner in Bristol (Western Traffic Area)
- 2003 to 2011 - Traffic Commissioner for London and South East England (South East & Metropolitan Traffic Area)
He was also appointed as Senior Traffic Commissioner for Great Britain from 2003 until 2011.
His earlier career as a lawyer was spent in the magistrates' courts' service, practising as a solicitor in the criminal courts and as Director of Legal Studies in continuing education at the University of Cambridge. He also writes for various legal publications, particularly on road traffic and road transport law and is a contributing editor to Wilkinson's Road Traffic Offences. He is, therefore, well placed to understand and advise on the challenges faced by operators and their employees.
Returning to his roots and having always been a proponent of safety on our roads, Philip Brown and CSL provide the following services to the industry;

- comprehensive service to assist operators and those who work for them in ensuring compliance and, to that end, including the provision of comprehensive training for employers, transport managers and drivers
- able to provide specialist help with applications for operators' licences and also advice and representation for operators and their drivers who are required to attend a hearing before a traffic commissioner
